Moving to Dubai from Russia in 2026: What You Need to Know
Moving to Dubai from Russia is easier to plan as one connected route rather than as a list of separate tasks such as “get a visa”, “rent an apartment” and “open a bank account”. The basis on which you obtain UAE residency affects your Emirates ID, family sponsorship, housing, banking and, for entrepreneurs, the structure of a UAE business.
This guide is a relocation map. It explains the sequence of actions and the main decisions you will face. For the most practical topics — budget, documents, renting, banking and moving with children — we have created separate detailed guides.
The information and examples in this guide are current as of August 2026. Visa, banking and administrative requirements may change and should be checked against your specific situation before filing an application.
What do you need to move to Dubai from Russia?
For most relocation scenarios, the process looks like this:
- identify the basis on which you will live in the UAE;
- prepare the required documents before travelling;
- arrive in the UAE;
- start the residency process;
- complete the required procedures and obtain an Emirates ID;
- choose an area and move from temporary to long-term accommodation;
- open a bank account;
- arrange residency for family members if they are moving with you;
- if the move is business-related, register a company and build the corporate banking and payment setup.
The route will differ for an employee, entrepreneur, investor or family. Before buying individual services, answer one key question: on what basis do you plan to obtain UAE residency, and what will you be doing in the UAE after the move?
If the answer is not yet clear, start with UAE Residency and Relocation.
Do Russian citizens need a visa for the UAE in 2026?
Russian citizens holding an ordinary passport do not need to obtain a visa in advance for a short visit to the UAE. The permitted stay is up to 90 days within a 180-day period.
This makes it possible to arrive in Dubai first, stay in temporary accommodation, explore different areas, hold meetings and begin the formalities. However, visa-free entry does not replace UAE residency. Long-term living in the country requires the appropriate residence permit and Emirates ID.
For most immigration procedures, the passport should be valid for at least six months. This is one of the first things to check before booking flights.
How to obtain UAE residency
There is no single universal “Dubai residence permit”. UAE residency can be obtained on different grounds, including:
- employment with a UAE company;
- your own UAE company;
- investment-based routes;
- Golden Residency;
- Green Residency;
- specific options for remote work and other eligible categories.
Entrepreneurs should avoid choosing a company setup solely because it provides a residence visa. If the company will later conduct real business and apply for a corporate bank account, the jurisdiction, licence and business model should fit the actual operations.

What to prepare before you travel
The exact set depends on your circumstances, but it is useful to prepare the following in advance:
- a valid passport;
- proof of employment and income;
- bank statements;
- evidence of source of funds;
- marriage and birth certificates for a family move;
- education and professional qualification documents where relevant;
- corporate documents, contracts and statements for entrepreneurs.
Some official documents may need attestation and translation. Marriage certificates, birth certificates and educational documents are among the categories for which formal attestation procedures exist in the UAE.

What happens after the residency process starts?
The exact steps depend on the residency route. Applicants aged 18 and over may need to complete a medical fitness test, and the residency process includes Emirates ID registration.
The Emirates ID becomes a key document for everyday life. It is required in many government and commercial processes. For example, Dubai Land Department requires a UAE ID to register a standard foreign tenant in the Ejari system.
A practical sequence for the first few weeks is often:
temporary accommodation → residency → Emirates ID → long-term home → bank account.

How much money do you need to move to Dubai?
The first month should not be calculated like a normal month of living expenses. Temporary accommodation, residency costs, the first long-term rent payment, security deposits, Ejari, DEWA, transport and a reserve may all fall due around the same time.
For example, monthly short-term rentals in 2026 can start at roughly AED 5,000 for a studio and around AED 8,000 for a one-bedroom apartment. Long-term rent varies dramatically by area: a studio in International City may average around AED 31,000 per year, while a one-bedroom apartment in Dubai Marina can be around AED 102,000 and in Downtown Dubai around AED 126,000 per year.
These are market reference points rather than guaranteed prices for a specific property. They illustrate why there is no single “Dubai relocation budget”.

Where should you live after arriving?
You do not need to sign a long-term tenancy on your first day. A few weeks in temporary accommodation gives you time to:
- obtain an Emirates ID;
- understand where your day-to-day life will actually take place;
- test the commute to work;
- choose a school first if you are moving with children;
- compare areas and real market listings.
For lower rent levels, people often start their search in areas such as International City, Deira, Al Nahda, Al Warsan and some parts of Dubai South. If the priority is a central location, urban lifestyle and premium infrastructure, Downtown Dubai, Dubai Marina, Business Bay and waterfront communities will usually be significantly more expensive.
The goal is not to find “the best area in Dubai”, but the area that works for your daily route.

How to open a bank account after moving
An Emirates ID does not automatically guarantee a bank account. Major UAE banks normally ask residents for a passport, Emirates ID, proof of address and income documents. Entrepreneurs may need a broader package.
For example, Emirates NBD lists a passport, UAE residence visa, Emirates ID, proof of address and salary or self-employed documentation for a current account. ADCB also lists a passport with a valid residence visa, Emirates ID and salary certificate for its current account.
Some banks have products for non-residents, but the requirements and available features differ from standard resident accounts.

If you are moving to Dubai with children
For families, it is often more practical to reverse the usual order: school first, then area, then apartment.
Dubai has a wide range of school systems and fee levels. For example, for the 2026/27 academic year:
- Russian International School — from approximately AED 15,700 per year;
- GEMS Founders School — from approximately AED 24,700;
- Dubai International Academy — from approximately AED 45,000;
- Kings School Al Barsha — from approximately AED 58,000, with fees above AED 100,000 in the senior years.
The fee depends on the grade and does not automatically include every additional cost. A sensible approach is to shortlist several schools by curriculum and budget, confirm availability, and only then choose where to live.

If your business is moving with you
Do not begin with the question “where is the cheapest licence?”. First decide:
- what the company will do;
- where its clients and suppliers are located;
- what incoming and outgoing payments are expected;
- whether an office is required;
- how many residence visas are needed;
- what type of corporate bank account the business needs.
Only then does it make sense to compare Free Zone and Mainland structures.

When professional support can be useful
If your case involves only one straightforward procedure, you may be able to handle it independently. Support becomes more useful when several tasks are connected — for example, you need to select a residency route, relocate family members, register a company and prepare for personal and corporate banking at the same time.
MANAR CAPITAL helps structure these tasks into one workable relocation route and supports the key stages.
